41bAnd Jesus lifted up his eyes, and said, Father, I thank thee that thou hast heard me. 42And I knew that thou hearest me always: but because of the people which stand by I said it, that they may believe that thou hast sent me. 43And when he thus had spoken, he cried with a loud voice, Lazarus, come forth. 44And he that was dead came forth, bound hand and foot with graveclothes: and his face was bound about with a napkin. Jesus saith unto them, Loose him, and let him go.
Jesus speaks out loud so the people will believe. He commands Lazarus to come out of the tomb and that his graveclothes and napkin be removed. John 20:2,6-7
2Then she runneth, and cometh to Simon Peter, and to the other disciple, whom Jesus loved, and saith unto them, They have taken away the Lord out of the sepulchre, and we know not where they have laid him.
6Then cometh Simon Peter following him, and went into the sepulchre, and seeth the linen clothes lie, 7And the napkin, that was about his head, not lying with the linen clothes, but wrapped together in a place by itself.

Mary finds that Jesus is not in the tomb and then Simon Peter and John come. They go into the tomb to find the graveclothes and napkin in the tomb but in separate places. Jesus is using Lazarus, an ex-dead person living, and the -graveclothes and napkin- as the next part of the story that He will fulfill with His own life. Jesus is not in the tomb when people arrive but his graveclothes and napkin are.
